feature: Add an endpoint to verify a proof against the blockchain

It would be nice to have an endpoint where we could verify a proof file against the blockchain directly pretty much like the dcrtime_checker command.

My plan is to open a proposal to maintain dcrtime in the future so I can add this and some other code improvements.
Feel free to work on this if you want but keep in mind it might take a while for your PR to be reviewed/merged because I don't have writing permission atm.
If you prefer I can ping you on matrix when I have the proposal up.
