linux ci workflow fails; perl:5.26 image is based on an unsupported version of Debian (buster)

The Linux workflow for Perl 5.26 fails because it depends upon the perl:5.26 docker image, which is based on Debian Buster, which is no longer supported.

This cascades into failing all of the later Perl version tests.

is there a go-to 5.26 image in the ecosystem these days? i thought there was some kinda perl-testers project; happy to switch images to keep support rolling
