Detect Component Installed Via Source 

As a User, I want to know when a component is installed via source, so I can upgrade it if one is available. 
Acceptance Criteria:
- When Installing Via Source, We need to first ensure that some sort of static resource is created with version info. (JSON?)
- This code detects and reads that file.
- Updates the GPBU Package record Installation Information
