Document the ethical metrics migration and use it in the corresponding core announcement

There will be a core release from which the ethical metrics package will be removed and it will be installed the tor core package. This is a huge change and must be documented and said in the announcement. Furthermore, this tor core package will come with a built-in feature to allow exposing tor mappings.

The tor instance will change but the user will not receive any notification thanks to the migration. This must be warned as well.
