`certbot-get-certificate`: `--email` and `--agree-tos` not actually required if account already set up?

The Lets Encrypt docs seem to imply that you always have to supply an email address and --agree-tos, but I think those are actually only required when setting up an account.

If so, this tool should be adjusted accordingly.
