Add the kuber library to CHAP (Cardano Haskell Package), maintained by Intersect.

Context

CHAP is the standard package index for Haskell libraries in the Cardano ecosystem. Inclusion will improve kuber’s visibility and accessibility for developers building on Cardano.

Task

• Prepare and submit a request to Intersect for CHAP inclusion.
