Delete of parent nodes enabled after refresh

Steps to Reproduce:

• Create a node a
• Create a child node a.b
• Select node a
• Refresh
  Expected Behavior: parent nodes should not be allowed to be deleted
  Actual Behavior: closed parent nodes can be deleted
