Add 'Mark for transfer" to view-samples

As a LIMS user I would like to be able to mark samples for transfer to other collaborators or centres. 

COS
Add 'Transfer samples' button on /view-samples/.
When clicked, a modal pops up with a comment box and date of transfer field.
Fields in db for transferred samples.
Add new tab for transferred samples on /view-samples/.
New worker job for transferring them.
