Fix Claude / GitHub Workflow Bugs

Resolve GitHub Action/Claude issues including

• create a CppA repo that uses a common Claude key to create PR to any Boost repo right on GitHub GUI
• file-name confusion
• stale symbol references (suggestions to improve removed files/lines)
• multi-commit PR handling
• CI auto-fix jobs that cancel or do nothing.
  Establish clearer channel to Anthropic for reporting workflow bugs beyond Discord to unblock development workflow for all Boost repos.
