Update Artifacts page

Update the Artifacts page: http://www.condep.io/docs/4-0/artifacts/

- Rename page to "Runbooks"
- Replace all "Artifact" references with "Runbooks"
- Describe "Runbooks" properly like in http://www.condep.io/docs/4-0/new/
- Update code example according to new syntax
