[Program Forms] Shared fields between forms

It would be useful to have shared fields – or even shared field groups – to use with program forms. When updated a shared field from admin, the fields would be updated for all forms.

There is the concept of "enriching" form fields in the backend before they are served to the API consumer. We could introduce a pseudo field type, eg.

that would then get turned into the actual fields when enriched.

However, this would carry the implication that enrichment would change the identity (ie. set of (slug, type)) of fields served when enriched or not. While it's rather clear-cut which use cases should use enriched fields and which use cases should use raw (un-enriched) fields,

Un-enriched fields: Editing the form itself
Enriched fields: Everything else

I'm still concerned this may not have been implemented in the backend thus, and surprising places may use the wrong flavour of fields.
