Implement endpoint for Architect 7 to open a protocol #383
Description
We need an API endpoint that allows the new Architect to fetch a protocol and open it.
This endpoint should eventually support Auth, but its okay if the first version doesn't (but please add an additional task if this isn't implemented).
These new features need to go into a new branch off of next.
