Do not ask for SW restart when not required

Currently SOLIDWORKS is requested to be restarted when any modifications done to the toolbar. Only ask if toolbar specific properties have changed (i.e. icon, tooltip or location). Do not ask for restart if macro or macro entry point is changed.
