Re-arrange Owned Land Template

For the Owned_Land task template, a nicer way to display the instructions could be moving them next to the field that needs to be filled in (maybe as tooltips). Currently a list of instructions is presented, followed by another set of labels + forms.

Also, please note that given how tasks.html is built at the moment, these extra explanations are only visible if you're looking at the English version of the site. Romanian version has no such extra instructions.
