confChamber.py doesn't set pulse stretch parameter correctly #290

Brief summary of issue
Providing --mspl X argument to confChamber.py doesn't have any effect on the GEM_AMC.OH.OHX.GEB.VFATY.CFG_PULSE_STRETCH register, after running the confChamber.py it is always set to 3, which is default value
