Override URL Option Not Available if Only Disabling Custom Role

If I only disable passwords on a custom role, then the option to add a custom URL isn't available.

The only ways to get this to show up is to Disable passwords for Clef users as well or to Disable passwords for all users with privileges greater than or equal to some other default role as well.

Thanks for the report — good catch! We're not tracking this internally at PLUG-1 and we'll look to get it fixed shortly :)
