Newline is required to mark eof?

Sometimes it happened that I didn't put a newline at end and the program worked but sometimes it showed some error.

Newline is required. Your editor should have added a newline when it worked. If you think it is working at random times, do share the code snippet and will try to help you.

       then 1 + 2
       else 3 + 4

d = if 9 > 9 && 10 - 4 > 0
       then true
       else false

The above code doesn't have any newline and it works.
Checked on emacs and vi as well as in sublime of any newline at eof.
There wasn't any newline.
