base images with tensorflow2 not buliding #256

Bug Description
From the latest container image pre-build workflow, https://github.com/clamsproject/clams-python/actions/runs/16542348994 all instances of TF2 failed due to pyyaml and cython compatibility issues on arm64 architecture (log says installation of pyyaml was successful on amd64 architecture)
At the moment, we don't haven any active project based on TF, but I'd like to fix the build process for any future usage.

See the log, or try to re-run the workflow on tag 1.3.2.
