Selecting feeds by metadata

Right now, users have to process feeds one at a time by specifying the provider and feed name. These are the only two pieces of metadata that we currently have about the feeds.

It would be advantageous if we were able to select feeds by specifying criteria that would filter down the set of feeds, and then perform an action on that resultant set.

For example:

• run all feeds where provider==dshield
• list all feeds that contain ipv4 data
  etc

Of course, if no criteria is specified, then ALL feeds would be selected.
