Generalize Cicada App settings mechanism

The Widget Screen already displays a settings button in the main Cicada UI when it's active.  I'd like to generalize this so that any Cicada-compatible app can declare a settings activity in its manifest, which would make a settings button show up when it's active.

(Perhaps there should also be a way to drill down to app settings in the main Cicada settings activity.
