[Cedar Doc Suggestion] Separate page that lists all of the best practices

As the number of best practices grows, we will soon exceed the capacity of the navigation system to accommodate them all. It would be beneficial to create a standalone page that lists all the best practices and provides links to individual pages for a more detailed look. This approach would also enable us to surface links to a centralized repository of best practices in other experiences.

So, an "Overview" page at the top level? With a topics list and brief descriptions? Makes sense to me.
