Firefox caching holds onto old content

If I visit a freshly deployed page in Firefox vs Chrome, in Firefox I see the old content, and even a hard refresh does not retrieve new content. I have to edit the history tracking and turn it off for this site.

This might be fixable via content caching policy for the files. Needs research.
