How to generate the file like “routeFile”: “optional_routes_manhattan.json” ?

Excuse me, do you know how this file “routeFile”: “optional_routes_manhattan.json” is generated? Did I read something wrong somewhere? I want to use other city traffic data, but I can't find the way to generate this file.
