feat: add `apps:setup` command

Add a new command which helps you to setup a new app.

Required:

1. Create an app on Capawesome Cloud
2. Configure the Live Update SDK (Attention: Capacitor Live Update version must be detected)
   • Set the app ID

Optional:

1. Verify that a new device has been created
2. Create a bundle
3. Verify that the Live Update is downloaded
4. Verify that the Live Update is installed
