"DeviceQualityIndicator" to be renamed to "DeviceMediaStreamingRate"

Problem description
As part of the process of identifying specific quality indicators to be exposed in the form of an API the Device Quality Indicator API subproject team has come up with API to expose maximum media streaming bitrate supported for the specific device.
As part of this, the team is also requesting for updating the API sub project name to be reflecting of the API capability.
Requesting to update the same from "DeviceQualityIndicator" to "DeviceMediaStreamingRate".

Expected action
The Sub Project "DeviceQualityIndicator" will be renamed into "DeviceMediaStreamingRate", as discussed within
details can be found in this issue: camaraproject/DeviceQualityIndicator#13

• Update wiki page name appropriately
• Update README.md of APIs included in this Sub Project
• Change the GitHub topic of these repositories appropriately
• Rename the mailing list appropriately
• Create an issue within Marketing Working Group with the necessary changes to the API Description pages on the website
