Fix creation of logic modules in Buildly Core

Services aren't being added to Buildly Core because of the Buildly Core database isn't ready to receive them.

Current behavior

Services are being added to Buildly Core database but an error is raised because it's not ready yet.

Expected behavior

CLI waits for Buildly Core database and then registers the services.
