planning to start a new method here

Hello, I'd like to implement the http://en.wikipedia.org/wiki/D'Hondt_method, Its a method to hand out seats with a one-party only ballot, like in spanish parlament.

Its a good place here? , I only see a multiple choice ballot systems ...
