Create standardised id system

Column rows are used as the id when none are provided in the CSV.
Otherwise a csv could be added with an id that could be anything.

Think of a way to standardise ids.

Maybe we can use location and name as an id?

@christiansherry we've also got an off by one error, as it's currently using array indexes as the id. Might be easier to add arbitrary IDs to the CSV
