Why certain folder names have green background color?

Certain folders have their name's background color changed to green. What does that mean?

Green means it is executable - chmod a+x

If the name is green - The file is executable.

If the background is green this means the directory has a very open level of permission (eg 777) and it should probably be made more restrictive.
