[BUG] - DesktopClient is getting spawned multiple times per session on some machines.

Reported via Discord.  No errors in the logs, but repeated entries of `No desktop client found in session 2.`.

The IPC connections come in and successfully authenticate.  There are no logs of them being removed due to disconnection or duplication.

Session 1 is also present at the time, but it correctly receives 1 client spawn.

OS is Windows Server 2016 (1607)
