Possibly erroneous messaging, API ambiguities, performance problems

I'm getting what I suspect is a false error message pointing me in the wrong direction:

There may be multiple problems going on here.

Error messages may not be definitive.

Not clear what API response is/should be when searching by a project name with multiple entries, e.g., "Federal contract cancellations" for the public production environment and "TEST federal contract cancellations" as well. This ambiguity may be causing some of my problems.

Not clear what the API response is or should be when trying to download a specific file that's not actually available? Need to test this.

This is a good opportunity to roll up some of the other old tickets, like the 8kb buffer.
