Integrate gene name HGNC function

@jjjermiah Michael and Yash have a function to map gene names (eg: EGFR) to a unique Ensembl ID (ENSG..). This is from clinical trial data curation of PredictRx project.

Compare PredictRx implementation to query_hgnc_by_genes() function to see improvements; how we want to handle multiple mappings of gene name to ensemble IDs.
