Starting WebSocket Multiple times creates multiple channels

2. Start the WebSocket Host from the Control Panel
3. Stop the WebSocket Host from the Control Panel
4. Start the WebSocket Host from the Control Panel
5. Connect a WebSocket Client and send a message to the API.
