Add 4store-based test harness scripts which can be invoked by 'make check'

Scripts to prepare and tear down a 4store backend and SPARQL interface which tests can be run against.

If these are correctly arranged so that Automake's `make check` mechanism makes use of them, package building will fail if they do not succeed.
