Wrong useSet flag returned in toDeselectValue in CustomType

return [customDeselectValue, stringToId(configItem.label), true];

turning this into false / removing it correctly clears state.

Because of this we need to pass toDeselectValue inside filter type definition rather than just deselectValue.
