rhel.init.script cannot create pidfile [JIRA: TOOLS-295]

Hi
I used rhel.init.script in my project. 

it was centos 7
with command service name status, it was  "name dead but subsys locked".
went to the folder, I cannot find the pidfile in /var/run

Also,  I must start the service as root, if not , it would say cannot access to subsys lock
