Bring module up to date with Drupal 7.x-3.29

It looks like the Services module is largely up-to-date with Drupal 7.x-3.27. It needs a few extra commits to get it to parity with 7.x-3.29.

Note that the changes to 7.x-3.29 include fixing a PHP 8 deprecation notice: https://git.drupalcode.org/project/services/-/commit/db4a45ebd945f2293bc5dd3fdc8888d6847dc7bc
