I just realized the graph is bidirectional

I didn't think of this before, but, actually the graph is bidirectional

If

1. #low blocks #high,
2. #low gets closed,
   1. no relationships, ignored
3. #high gets closed
   1. blocking relationship, target is closed, permit
4. #low gets reopened

then the bot needs to reopen #high

i guess that means it needs to listen to opens, not just closes?
