ASSIMBLY_FLOWCACHE = true - strange flow behaviour

**Describe the bug**
When I started to use ASSIMBLY_FLOWCACHE = true,
after installing new flows, I noticed that the inbound endpoint was not reachable.
Even when I try to use a repeater, it never runs.
