Use context to allow multiple backend states #144

Is your feature request related to a problem? Please describe.
As part of my current flow I have 2 remote states and 1 local state I use. I use different ones to not pollute my accounts and keep everything isolated. Right now it is kind of annoying to switch between them though since I need to re-enter my credentials every time. It would be nice to allow contexts like kubectl.

Allow multiple contexts
arcctl set state.backend --name local
arcctl apply dc --context local
