What we do when accessing url that one doesn't have access

Currently we follow here what is defined on template access. Should we be able to set these somewhere?

Just thought of this today while trying to list missing things. If one site
wide setting was enough I'd put it in module settings. But is that even
nearly enough? Enough for 1.0 at least?

I think one setting is just fine! Usually redirect should be dynamic, with page id along with it.
