Move parts of version compatibility matrix to client docs #358

- I searched in the issues and found nothing similar.
Description
Currently client feature support matrix is maintained in Java repo: https://github.com/apache/fluss/blob/main/website/docs/apis/client-support-matrix.md
We should have non-Java client feature support matrix maintained within fluss-rust repo as it will be easier to managed as currently these two have different versioning and release cadence might differ for both.
We should also make sure that both sides of the feature support matrix refers/links to each other.
