build netlify preview for every PR

currently we ask PR submitters to provide a link to the new rendered gallery on their fork.
an alternative which would be more flexible is to build the gallery for every PR and deploy a preview site on netlify, as they did for the mlr3 book. https://github.com/mlr-org/mlr3book/blob/main/.github/workflows/build-book.yml
