1.7.10 Config.yml file not loading

Hey, andune!

I'm just having a small issue where the config doesn't load when the plugin is installed. The jar generates the HomeSpawnPlus folder but there is no config. Also, I can't use any commands. I'm using a "cauldron-1.7.10-2.1403.1.54-server.jar" and the 2.0-beta1 HomeSpawnPlus version. I tried other CD 1.7.9 versions but I get the same problem.
