Obstacle Description

Multiple terraform steps in build-and-deploy.yml have if: false conditions. It is unclear which infrastructure components are actually being deployed and which have been abandoned.

Why It Blocks Progress

Disabled terraform steps create uncertainty about what infrastructure is managed by CI/CD vs manually. This ambiguity prevents confident automation of the full deployment pipeline.

Suggested Experiments

• Audit each terraform step to determine its purpose and current state
• Either re-enable with clear purpose or remove and document the active infrastructure footprint
