when running dump_frequencies    no such file all_pair_count.json

when I running sh to generate meta.json and all_pair_counts.json ,  It turns out that no such file 'all_pair_counts.json' , and I read the code find that it really doesn't generate all_pair_counts.json.    maybe need to update the version?
