Handle invalid lock files

Handle invalid lock files and add tests for that.

Example:

```toml
# poetry.lock
invalid toml
```

As of right now this causes an error that is not handled by us. Instead of that maybe send an error that says that "api/poetry.lock is invalid" and still sync using the other lock files
