Option (or default behavior): Popup key combo is a toggle.

It would be great if the Popup key combo operated with an awareness of state:

- If the tab is in a window, the tab pops out.
- If the tab is currently a popout, the tab pops in (back to the previous window).

Since this is a change in behavior, it might be a good idea to have a checkbox to toggle the behavior.
