[BUG] URL Bar Triggers Unregistered Actions

These are my current settings.

However, the commands are triggered using the CMD key if the focus is on the URL bar.

Example:

1. Set focus to URL bar
2. Press CMD+x to copy text
   Result: 'Next Window' command is triggered.
