Connection error reporting

Some kind of error reporting would be nice. "Connection error", "Repository not found" etc.

Red row between the title and the list might be the best place for them. It should be either a separate list of errors, or just first rows of the issues list view.

"Retry" button would be useful too. Probably on the right side.

Interestingly, Zren/test showed issues from Zren/zren.github.io. Had to use Zren/test2 to get a 404 Not Found.

I've also added a rate limit message, but I'm not gonna intentionally test that right now.

I found this applet (again), and this issue in particular.

Just letting you know that nowadays in a fresh Plasma framework we have a PlaceholderMessage with ability to display an icon, some multiline text, and a "helpful action" button. Might be useful here for consistency.
